Unfortunately your car is a rare model with the carburetor and 2 wire distributor. Not a lot of people have access to take pictures of these cars. As far as the wiring goes it looks like they were chasing an issue with the distributor. It is very common for Justy wiring harnesses to run into a wire break in the distributor signal wires. By the looks of it they have bypassed one wire and substituted it for another one. Your best bet will be to remove all that disgusting electrical tape and find out what is actually going on under there. As far as it not running above 3000rpm I would check for vacuum leaks, cam timing and ignition timing.

I have an 89 with an un altered harness, but I am going away for a few days. Drop me a prvt message here and i will get back to it when i return.
3000 rpm sounds like more of a dirty carb issue then electrical
