Found what looks like a good deal on a set of 175/70r13 snow tires/rims that came off a '94 civic. I'm pretty sure the tires will fit from what I've been reading on the forum but not sure about the rims.

I think you will find the Honda rims are a different stud pattern

Honda Accord uses a larger PCD (bolt pattern) but Civics use the same common 100X4 PCD as the Justy. The real problem with using Honda wheels is that they have ball-seats for spherical lugnuts and Justys wheels have conical seats for use with 60-degree lugnuts like a normal car. Soooooo if you wanna use Honda, Accura, VW, Audi or any other wheels with ball seats then you HAVE TO get spherical lugnuts. No big deal right? Wrong The Justy may use a "normal" PCD (bolt pattern) but it uses a less common 12X1.25 metric stud used by Infiniti, Nissan, Subaru and. . . . well that's about it in USA. Unfortunately none of those brands come with spherical lugnuts and you cannot find them aftermarket in the correct thread-pitch. So what do you do? Do a search for the intensive write up I did (with photos) a few years ago on how to convert* your Justy to the more common 12X1.5 metric studs so that you can use Acura lugnuts. . . orrrrrrrrrrrrrrr save yourself the heartache and buy wheels from a Nissan Pulsar or Nissan NX2000 because they have the correct PCD, offset and conical seats. You can also use just about any other wheel with conical seats as long as the conterbore is bigger than 59.2mm and it doesn't stick in or out too far. *the conversion is fairly simple but more difficult than a novice would ever want to farcle with. It's way easier to just avoid Honda wheels and get something else.

I read about them yesterday somewhere on the forum and that looks like like it will solve the issue. So, we had a spirited debate regarding those washers before and I am not keen on reliving that debate so I will simply say this; If you think those are a good idea and are willing to trust your vehhicle and your safety (and my safety) to them then that is your legal right to do so.
I think it's putting a "band-aid" on the broken arm but that's just my opinion.

totally illegal here, and with good reason, other option is to change the wheel studs to a common pitch.

I had great luck with a set of '95 Ford Escort wheels on my last Justy - a '93 DL. They need to be slightly modified - the center bore of the wheel needs to be enlarged by a few mm. Any competent machine shop can do this. I do not have my info in front of me and I do not want to guess wrong.
They look great, and allow the use of 165/65-14's which served me very well for the 13k miles I put on that car in that configuration. It is now under the ownership of my little cousin tearing up the roads of Northern California. If I did not have a set of perfect stock 13" steelies, I would look for another set of the Escort wheels. There is nothing quite like the fit and reliability of stock, factory parts!

Edit: typos Centerbore needs to be 59.2mm in the wheel. Smaller and it won't fit or will get stuck on the hub. Any bigger and you wasted your time and could fracture the wheel studs.

13" vw rabbit and vw fox rims fit, but the centres need to be machined out to fit over the front hub. Very little machining required. I did this on 2 sets of alumminum mags and had no problems.
