How can you tell the difference between the 998cc and 1198cc engines?

Hi JLantz, here in Malta the most obvious difference between a 998cc engine and a 1198cc one is the top cover (the cover of the camshaft). The 998 engine has an aluminium one while the 1198 is black. That's for the appearance. Inside there is quite some difference as the 998 is a 6 valve engine while the 1198 has 9. Also the crank of the 1198 is lighter. Hope this will help.

How about the history? What models and what years were the 998cc put into? Were they sold in the States, or only abroad?

The 998cc was not sold in the US. All they got was the carb and fuel injected 1198's. These blocks are similar, have the same bore but the stroke on 998 is shorter. Therefore, the smaller engine revs much higher, and factory max. power comes at 6000rpm. You can extend this to about 9000 with cams and suitable fuel delivery. By the way, sub-1liter production car world speed record belongs to a 1.0 liter Justy. The record is still there to stay. Let me dig the details about it...
