I'm new to the Justy world. I have a 91, 4WD, MPFI, 5-spd, 130k miles. It seems to run smooth and passed CA smog without issue. I'm only getting about 29mpg on the highway and 25mpg in town. I live in the mountains and the thing can't climb a small hill at safe speeds, no power. Is this normal? Am I expecting too much from the little guy or is there something I need to check? My 82 BRAT gets 32mpg and has plenty of power. I was expecting OK power and much better mpg..........Thanks

It's a small engine. 5th is over drive, 4th is direct. When I had a honda (1978) loaded on a big hill 55 was tops in 3rd uphill. That was a 1.5 L
Sounds about right but do do a tuneup and adjust the valves to make sure.
My 89 Justy CVT with just me floored uphill is 65 and on a long enough hill, 50.

Smaller engines may have to work harder then bigger motors.
Take a trip for a MPG run if you can to get a good baseline. Is it the original clutch? Clutch may be slipping a bit and you may not be noticing it.
On these tiny tires you can run a flat and not tell and it will kill your mpg.

Since Ive owned my Justy I haven't broke the 30mpg mark, I live in the hills so lots of ups and downs, I don't drive for fuel mileage either. Doesn't matter if its just me or 3 other people. I recently took it offroading a bit and got roughly 26mpg overall.

I'm not sure what size hill you are talking about but my Justy does pretty well at least keeping up on the really big hills. I'm definitely not blowing past people but holding my own.
As far as MPGs I'm averaging 27. That's with some in town some highway and some off road driving on a tank. Most I ever saw was 32 mpg that was when the engine was freshly rebuilt and my butt would pucker if the rpms got "too high". Now my right foot and accelerator pedal are pretty good friends.

I think they all suffer lower MPG figures due to the lower ratio gearbox for 4x4. So i don't think there is much that can be done, just enjoy the fact you can take corners in 3rd that other cars would be in 2nd...

Yes, very true. Heck I love it all, my truck only gets 19 mpg so 27 and the extra agility are beautiful
