There can still be enough drag between the fluid and bearings to turn the final drive in neutral if there is no load.

What do you mean? Since the tires aren't attached there's enough force to move it? Is there something I should be worried about before I drive it?

It may be in neutral but if there is no shaft to hold the gears in the transmission, the gears will still spin a bit, giving you a reading on the speedo since the speedo reads off the transmission
