I just bought a Justy from a local auction, it's outwardly excellent in most departments but the engine and exhaust need some serious work. The most pressing issue, I think, is that it tops at around 30 mph and it takes about 5 minutes to reach even that. It's hard to say what's causing it. It idles sort of rough and it smokes a bit. If you have any ideas, it would be much appreciated.

Is it anECVT? If so that's bad. Check out the Extremely Weak Engine thread in the Engine section of this website. Also possibly a plugged catalytic converter. Does the engine rev up OK? Burnt valve?

It doesn't have ECVT, but it doesn't rev up too great. With the pedal to the floor it doesn't make a hell of a lot of noise. I'll check out that thread and probably look at the cat. converter. Thanks.
