What year is the vehicle? I'm assuming it's carburated...

The duty solenoid switch is located in the carburator. It has two wires attached to it. You need to remove the top half of the carb to get at it. You could check the resistance of the solenoid to see if there's a short or an open circuit.

What does the duty solenoid do? eg, it does x when its off, and y when its on.

Duty solenoid works in a feedback loop with the o2 sensor and the ECM to control mixture. O2 sensor detects lean/rich, feeds info to ECM, which controls duty solenoid. And repeat.

PS. basically the solenoid controls air flow through different passages in the carb to accomplish this.

Thanks, can it be deleted, or utilized for better gas milage realizing that means less power when in conserving mode?

I doubt it could be deleted, not sure what effect that would have. If you took it out, it would open up passages in the carb that are not normally connected.
