Help! The headlights on my Justy have a mind of their own. It's a really strange problem and goes beyond burned-out bulbs. When I first purchased the car several years ago, one headlight would occasionally not work. It wasn't burned out, because it would still glow very faintly (not nearly enough to light the road). It would do this once in a while, but now does it 100% of the time. The other headlight works properly. The car also has after-market foglights. When the one headlight would act up, the foglights would not turn on. When the headlight worked, so would the foglights. Because of it acting up all the time, the foglights no longer work at all. This is where it gets strange: when the headlights are turned off, both headlights will still stay lite, but both with that very faint light that was aforementioned. The picture below is a perfect example. The light to the right is fine, but the left one has a slight glow. Both have that glow when the lights are switched off.

Couldn't it be a ground problem?
