Be patient with me. This has probably been addressed before and I can't find it. I'm new to the forum.
My 1990 Subaru Justy is a manual 2wd. Periodically, the car will not start. I turn the key and there is just a click behind the dash. The lights, radio... all come on. I just put a brand new starter on it. I've heard there is a neutral safety switch or inhibitor that could be my problem. Most of the time it starts without issue. Then all the sudden it happens. Usually after a handful of tries and wiggling the clutch pedal, shifter... it just starts. But it seems to be getting harder to find out what to wiggle. I feel ridiculous admitting this...
Thanks if you can help.

Hi, welcome.
check that your floor mat isn't bunched up behind the clutch pedal.

check the connections at the battery, make sure they are all clean and tight. There should be a wire and connector that comes off the positive battery post that supplies power to the dash, fuel, pump, ignition, etc. Check to see if the wire or connector is loose or corroded.

Last night I stumbled upon some issues that all played into the problem. My positive battery cable had a corroded and cracked end on it. I replaced that. My battery died as I tried multiple starts. The battery tested bad and I installed a new battery. The wire that plugs into my starter (not the main power) I believe its called the trigger wire... had a bad end on it. When a helper jiggled that wire, the car started. I replaced the end and on that wire and reconnected it to the starter. It started great 10 times. I went to sleep happy.
Today... she wouldn't start on lunch. Click... click... click... Then it started. I always check the floor mat under the pedal. My pedal is going all the way to the floor. So at this point, I know that everything I've replaced has been necessary. It just means that there's more wrong. Likely another wire. I saw the other post about the wire that supplies power to the ignition etc. I'll check that after work.
I really appreciate this help. I'll report back soon!
