After sitting for god know how many years, my 1989 Justy with 30K on it got moved today under its own power. I hear a distinct whine coming from the brushes. I think it is from sitting for so long and will go away with time. I figure there is rust on the clutch contacts, is this normal?
Is my assumption correct?

The slip rings that the brushes contact are copper therefore they don't rust. The wine is most likely a dry or rust pitted ball bearing in the clutch or on the transmission input shaft.

It's is not sound mechanical. it does sound like chattering brushes. Would I hurt anything by running the car without brushes to diagnose it?
At least I hope that is what it is, I don't remeber it being there with the test drive.

I suppose the brush holder could be coming apart causing some noises. Does this noise only happen when driving? If you put the transmission in neutral with the engine running the slip rings will rotate with the clutch and it should make the same sound. You could remove the starter and brushes with the engine running if needed. That might be the easiest way to find out what's causing the noise.
Just be careful doing it!

I hope that is it as I have no facilities and no way to pull the enigine out to service the clutch bearings.

Spoke to DustyJustys. He had three possabilities:
Pilot bearing Powder settled at the bottm of the clutch Brush holder or brushes.
The noise comes and goes with no pattern. He said after 15 minutes if it is the powder that settled from sitting too long it should go away. He said if it is the pilot bearing the car would have a hard time moving, same with the powder. It moved fine in my driveway when I had to reposition it.
